What 'Law' is this Estate Agent referring to

We have had an email from one of the estate agents quoting:

�We proceeded to take payment as a holding fee to secure the property and to begin the referencing process. By law once a holding fee has been taken we cannot proceed with other viewings/offers�.

Can anyone tell me which law the estate agent is referring to
