New cooker now very dirty. Is it fair wear and tear?

My tenant has moved out and I am sorting out the property and deposit repayment. The oven and hob were brand new when she moved in two years ago but the oven now looks as if it has never been cleaned. It is impossible to even see through the glass door. Does this count as fair wear and tear? I don't want to go through the hassle of photos etc with the DPS if I am unlikely to gain anything. But on the other hand I do not want to spend hours cleaning it myself or be out of pocket for commercial cleaning.
