Definition and registration of shared accomodation

We have a property which is divided into 3 units each with one bedroom and its own kitchen/kitchenett and shower room. The Rent Smart Wales website is only giving the option to register 1 flat at this address. Could I register this property as one flat with three bedrooms? Would that affect what tenants could claim on Housing benefit? I presume it would then be classed as shared accommodation .. would there be extra legislation I would need to comply with?
