How does the extended notive period announced affect already issued Section 21 notices?

I issued a Section 21 notice to a tenant due to need to rebuild/totally refurbish property which was due to come due after three months in Oct. What is situation with already issued notices given the new government announcement on 6 months notices? In other words is this retrospective?
