Possession - Section 8 and Section 21

Just before lockdown in March, the Bailiffs were due to evict my tenant after sucessful Section 21 (in Wales).
No rent has been paid since October 2019, the tenant has moved out and is using the premises as storage for items in his plumbing business.
I have texted tenant to say I am changing locks and he asked me to wait a week while he removed these.

By not protesting has he implied he has moved out?

a) Given his implied aceptance of not living there, what is your advice on changing the locks (and keeping his items safe for him)
b) When will eviction orders re-commence in Wales?
