Who is liable for Council Tax arrears payment

If the tenant leaves the property with council tax arrears is the tenant liable for the payment or is the council legally able to ask the Land lord to pay the amount owing ?
Is the Landlord legally able to deduct outstanding council tax from the Tenants Deposit?
Is the Landlord legally able to deduct outstanding gas and electric bills from Tenants deposit?
