Tenant not moving out

My tenant has illegally subletted, has not been paying full rent for 5 months due to COVID and now won't move out at the end of the tenancy this month. He's stated that he's fully prepared for it to go to court and he's hoping to get council housing (he said he needs a section 21 to apply but the council have told me that he's very far down the priority list). My insurance is also expiring and I can't find anyone who will cover me for this situation (for legal cover as rent protection is not being issued). What are my rights and how can I get him out without this going to court?
