Cant find mention of electrical installation condition report in the "How to rent guide"

I can't find any reference to the Electrical condition report required at the start of a new tenancy in "How to Rent " guide . section 7 lists things The Landlord must provide you with and I have checked the most recently updated version Is this a legal requirement or not? If so why has it not been updated to inform tenants of this ?
