Management Company Refusing to Give Replacement Key

Hello we recently have had a tenant leave one of our properties but they lost the main communal front door key. We requested a replacement key from the managing agent who informed us they do not keep spare copies of the keys and to seek assistance to gain entry to our leasehold apartment from a neighbor. We have since found earlier emails from them back in 2018 when infact they said they could provide a replacement key. We want to know is it legal for the managing agent not to provide a replacement communal front door keys to the owner/leaseholder whilst we are still paying them service charges. We have emailed them twice since and they are not replying to our emails
