Leak coming from next door to our Rental Property

Our rental property has a leak coming into its downstairs cloakroom. It is evident that it is coming from next door's bathroom upstairs confirmed by our plumber. The neighbour however denies that it is coming from his side and will not allow our plumber access to show them that this is the case. What would you suggest our next plan of action would be?Many thanks in advance.
