Giving reference to bad tenant

Apart from being wrong on a moral level to give a a good reference for a terrible tenant, is it legally wrong? If you have an tenant so awful that you would do anything to get rid, would you lie on the reference or just refuse to give one? Is there a risk of tenant trying to sue for libel/slander if you give a bad reference (even if the info is true)?
