abandonment or not?

Tenant owes nearly £5000 in rent and was due to be evicted before Covid stopped us! He told us he would be leaving and wrote telling us he would be, but the house is full of his possessions and my property is in a terrible condition with excrement and rubbish everywhere, a hole in the ceiling . (I only know this from the neighbour) he has repeatedly denied me access to conduct a gas safety inspection, He has never returned the keys or attempted to contact us. He works full time as a manager of a large supermarket, does not answer any messages or letters. How can we get the property back with this ridiculous covid situation with none evictions
