Domestic abuse and a joint tenancy

Hello, I have a tenant who has called me today to tell me that her partner (and joint tenant) has been arrested and released on bail today for domestic abuse to her. He is not allowed to go in the house and his court date is January 2021. She would like him removing from the tenancy but he will not sign a Deed of Surrender. Is the best course to ask her to give me notice to quit her tenancy. I am happy to allow her to have a tenancy in her sole name only. I can create a new tenancy and serve all required documents as new tenancy?
