Tenant exiting shared tenancy

Good evening everyone! One of my tenant is exiting a shared tenancy (4 in total), the other 3 agreed for him to exit and for a new person to move it. He hasnt however left his room in the same condition as it was when he moved it. The new person decided to clean it personally because of Covid concerns to avoid someone else (i.e. a cleaner) to enter the room. She cleaned before she told me, she had access as they are all friends. I understand her position but not sure if anything should be taken out of the exiting person's deposit as there was no actual cost to me. However, this new person might leave the room in the same condition as she found it, which would mean extra cleaning costs at that point. Anyone had similar situations recently?
