Does a rent guarantee need to be witnessed to be valid?

The RLA template rent guarantor form needs to be witnessed. Tenants (students) are saying that they are having difficulty getting their parent to sign, and then get an independent witness due to lockdown restrictions.
Is a guarantee still valid if not witnessed?
If the form has a section for a witness to sign, can it be left blank and still be valid? (ie can we still send the same template form to them but just say not to get it witnessed?
