Tenant (in flat) not giving access for building work requested by flat below

They have already given access for this in the past year and gas etc but they are very busy. I have received an email from the flat below stating if I cannot get access then they will charge me for any additional costs.
The problem has been looked at several times and the last time they had access but did not manage to solve
it though it is a leak and such things can be tricky
