property EPC ran out but the tenant is refusing access

Hi I have a tenancy where the tenant has received 6 months notice as i intend to sell the house. However ive just discovered that the EpC is about 11 years old. The tenant has refused access as he says he is a vulnerable person healthwise (he is on invalidity benefits) and under the covid regs he doesnt want any strangers in his house. Whats the legal position on this situation.
