TENANT NOT ALLOWING ACCESS FOR EICR

Our electrician has made three failed appointments since November last year - all cancelled or not answering the door even though the tenants were at home. Following these problems we told the tenants last week we would be there to give him access if they weren't available at the same time carrying out a periodic inspection of the property. The electrician had a message from tenant yesterday attaching screenshot showing they had applied for Covid test so couldn't let him in 'by law'. (There's no date on it so we suspect it's spurious). We have asked for proof of the results of the test so we can make further arrangements but of course may not be able to have any works done before April. What is our position please?
