Tenant's 18 year old - permitted occupiers

Our tenant and her family were told her 18 year old student daughter had to be added to the AST rather than being a permitted occupant. They had to pay for this to happen.
Now the council are questioning LHA payments - that the daughter is responsible for half the rent because she's on the tenancy agreement.
The agents have now said the daughter can be a permitted occupant.
So I'm confused as to what the real situation should have been?
The daughter was never in a position to contribute to the rent and the tenant is solely responsible for this.

Should the agent have made the daughter become a joint tenant?
