Is Evictions Ban still an issue if contract was ended by the tenant?

Hello Everyone,

I have a question about the current evictions Ban in Wales. I have a joint tenancy which one of the tenants has served notice on but the other tenant wishes to remain. I could reissue a new AST to that tenant but it looks like she won't pass on affordability on her own.

Given that the current evictions ban in Wales means we can't evict, does this mean I won't be able to evict the remaining tenant if she refused to go after the 30 day notice period that I've been given by the other tenant which has ended their contract. If she stays there will be no contract between us, it will have ended. Therefore would I not be able to circumvent the evictions ban?
