What happens if flat can’t be rented out because of untraced leak

I have a flat with water leaking in about once a week affecting the electrics. The source hasn%E2%80%99t been found after some months and my tenants understandably want to move out. Does the freeholder (the building insurance, NHBC) have any legal responsibility to cover my costs (rent, council tax) if I have to leave the property empty as the leak can%E2%80%99t be traced?
