Who is responsible for payment of pest control?

The tenant has reported a rat infestation in his garden. He has tried home treatments for several week, but claims the problem is getting worse. The local council charge for pest control. Who is responsible for payment of council services? Tenant? Landlord?
It is worth noting, that the tenant keeps the property in immaculate condition. I have never had such a house / garden proud tenant!
