EICR requirements for new tenants

My letting agent is requesting a new EICR when a new tenant moves into one of my properties when a current EICR is within the 5-year life of the test. They say that these are the requirements stipulated by ARLA and within the Government legislation. Additionally, they require the retest to meet the 18th edition standards, even when the current test was satisfactory. I did speak with the helpline and they advised me this is incorrect and your guidelines on the website also confirm this. Can you clarify the legal requirements and possible speak with ARLA as obviously someone is giving incorrect information? This is a very important situation possible impacting on Landlords throughout the UK when letting through an ARLA agent.
