Loft ladder

Hi - I am about to rent out my first property and need some advice. The loft hatch cover that lifts into the loft (ie unhinged) has no loft ladder. Do I need to install a fixed loft ladder, or is it OK to provide a telescopic ladder that I can keep in a nearby cupboard? Thanks!
