Passing on Costs to Leaseholders

If its clear that costs have arisen because of negligence of landlord/freeholder , and/or defective works of one of their suppliers, can leaseholders reasonably reject these costs to be passed onto them?

Or are leaseholders still liable for this, regardless of the fact it was a combination of defect and negligence?
