Who pay for repair after break-in?

A break in caused damaged as follows: broken window, and frame broken lock, broken door frame. The tenant had not been present for more than 28 days (although his bubble buddy had checked it one noght 10 days before). The break-in was likely due to the property looking empty by e.g. unkempt garden , blinds always drawn etc.. Who should pay for the repair?
