Landlord Management of Private Road

We own and manage 5 houses in a private close of 11 Properties by default we have become owners of the close ( Short Road with Hammer Head). Are you able to offer any advice on setting up a management committee we would prefer not to start a new company. The other property owners are they obliged to join for maintenance and insurance if they do not wish to, can a charge be levied to the property in lieu of any costs incurred
