I have a basement flat which got an EPC F rating. I have been trying for 4 months to get Bulb, the supplier, to fit either an Economy 7 meter or a Smart meter for the flat. I have been unsuccessful in my efforts and have now gone to the Ombudsman in desperation. The EPC assessor said that a new meter would be sufficient otherwise it means insulating all the walls, floors and ceilings of the flat. I am at my wits end. I have knocked £5K off the price of the house - the price was agreed in Dec 2020, so property has shot up since then, but it is now looking unlikely that it will go through before the stamp duty holiday has finished all together. The purchasers have already lost the main stamp duty holiday because of this delay. The property in question is a terraced 3 storey house with a separate basement flat. The tenants of the house wish to buy the whole lot. I am at my wits end with this and am ready to contact one of these firms who buy a property no matter what state it is in.

Please, if you have any suggestions, ideas or prayers that may work, let me know.
