Burst Pipe repairs

I got a burst pipe fixed under the kitchen floorboards in July and I gave my tenants a humidifier to dry out the floorboards and under the floor boards but my tenants haven't really used the humidifier and so the area of the leak and floorboards is still wet/damp which is frustrating.
My tenants are telling me to replace the floorboards and put new joists in, I'm telling them that I need to dry out the present joists which are not really damaged apart from wet/damp and I will replace damaged floorboards when the area is completely dry - This is not acceptable to the tenants, what can I do?

They want work done which I can't get done until the floorboards/joists are completely dry. What can I do?
