Small claim against agency re maintenance works

Good Morning,

Tenants would like to initiate a small claims court case against the Agency for maintenance works that have not been done. Below are works we had a contractor quoting for in May 2021, few days after they were reported -

re-gout in the kitchen
repair en-suite bathroom ceiling, that is flaking
re-seal kitchen work top
remove mould from blinds in conservatory

We believe these issues do not stop the property from being habitable. Our contractor advised he was trying to contact the tenant but couldn't get through, however, no proof of that as he deleted the texts.

Is there any basis for them to initiate the case against us? If so, who will it be directed to?
