ECR and EICR

Hi,

I have just had a new fuse box installed in one of my properties and the electrician has issued the ECR. The flat is due to have new tenants move in next weekend and the agency is insisting that I have a EICR undertaken.

Is this correct, bearing in mind for the electrician to issue the ECR he has had to check all the electrics in the flat including cooker, sockets, lighting, bell, smoke alarms etc etc before signing off the fuse box installation. It seems to me that the EICR will just be checking the same things.
