Tenant called a locksmith but didn’t call me to check if price was ok

Hello,

My tenant has provided me with a bill for £691 from a locksmith. The invoice states the locksmith needed to drill a hole and fix a new lock. My tenant didn’t call me before he called the locksmith, and I would have ‘shopped’ around and got some quotes. I also don’t think he asked how much the work would cost. I do not want to pay this huge amount of money. I’ve looked at a few comparable websites and it looks like the work should have cost between £300-£350. Do I have any rights not to pay the bill as the tenant didn’t contact me to arrange a locksmith or tell me how much the repair would cost?
