State of the private rented sector Autumn 2024

As part of our ongoing series on the quarterly reports on the state of the private rented sector (PRS), we’ve examined the latest trends and challenges facing landlords and tenants. Last quarter we highlighted the strong economic contribution of the PRS and tenant satisfaction, with the English Housing Survey showing that 82% of tenants were satisfied with their homes in 2022-23, eight percentage points higher than satisfaction among social housing tenants. 

This quarter, we highlight findings from our Q3 2024 survey, which explores landlord concerns regarding the Renters’ Rights Bill, particularly the proposed changes to arrears thresholds and the student ground for possession.  

With rising arrears, a major concern for many landlords, 67% cited the change to the mandatory arrears ground. Additionally for student landlords, the proposed limitations on the student ground for possession are also causing concern, as they may lead to the loss of one- and two-bedroom student properties from the sector. 

This quarter we’ve also seen a decline in landlord investment, with just 7% of landlords planning to buy in the next 12 months, alongside a rise in landlords planning to sell.
