Your Licensing update for November
In our licensing blog this month, we round up all the latest licensing consultations and how to respond to them, as well as full details of all the new schemes coming into force.
Active consultations:
Enfield Council - Selective Licensing
The council is currently consulting on plans to renew and extend its selective licensing scheme in the borough. The current selective licensing ends in August next year , with the new consultation proposing to extend the scheme from 14 to 17 wards.
The proposed licence fee is £750, with discounts for accreditation, multi dwelling applications and properties that have an EPC rating of C or above.

Westminster City Council - Additional Licensing
The council has announced a consultation to renew its borough-wide additional licensing scheme.
The proposed scheme will exclude section 257 HMOs and will replace the existing scheme which ends in August next year
The proposed licence is £1,540, with discounts available for accreditation and EPC ratings.

Schemes coming into force:
Westminster City Council - Selective Licensing
Westminster City Council has announced the implementation of a new selective licensing scheme for privately rented homes.
The new scheme, set to cover 15 of the city’s 18 wards, will apply to all privately rented properties excluding Houses in Multiple Occupation (HMOs) that are already covered under existing mandatory and additional licensing schemes.
The scheme will be rolled out over two ‘designations’: .
- Designation one consists of eight wards experiencing high levels of poor housing conditions - Abbey Road, Church Street, Harrow Road, Knightsbridge and Belgravia, Little Venice, Maida Vale, Queen’s Park and Westbourne.
- Designation two consists of seven wards experiencing both high levels of poor housing conditions and significant and persistent problems caused by anti-social behaviour - Bayswater, Hyde Park, Lancaster Gate, Marylebone, Pimlico North, Regent’s Park and West End.

The scheme will come into force on 24th November.
The London Borough of Camden - Additional Licensing
The council has confirmed a new additional licensing scheme which will cover the entire borough. The new scheme will come into force on 8th December and end on 8th December 2030.
The licence fee starts at £1,383, with discounts available for accredited landlords.

London Borough of Hounslow - Additional Licensing
An additional licensing scheme will come into force on 11th December and end on 10th December 2030.
The scheme will include:
- All HMOs defined by section 254 of the Housing Act 2004 which are occupied by three or more people in two or more households
- Converted building HMOs, as defined by section 257 of the Housing Act but only where the building and all dwellings in the building are either in the same ownership or considered by the housing authority to be effectively in the same control.
The licence fee is £1,550, with discounts available for accredited landlords.

Oadby & Wigston Council - Selective Licensing
The council has confirmed that a selective licensing scheme will come into force on 10th November. The scheme will cover parts of Wigston and South Wigston.
The licence fee is £850, with discounts available for accredited landlords , those applying for multiple properties and licence holders who were licensed under the previous scheme.

Woking Borough Council- Additional Licensing
The council has confirmed that a borough-wide additional licensing scheme will come into force on 5th January next year and is due to end on 4 January, 2031.
The licence fee is £830, plus an additional £10 for each room which is let as a bedroom.
There are discounts available for accredited landlords, registered charities and not-for-profit organisations subject to conditions.

Leeds City Council - Selective Licensing
The council has confirmed that a multiple-ward selective licensing scheme will come into force on 9th February next year and will end on 8th February, 2031. The scheme will cover Armley, Beeston & Holbeck, Burmantofts & Richmond Hill, Gipton & Harehills, Hunslet & Riverside and Farnley & Wortley.
The licence fee is £1,100, with discounts available for Leeds Rental Standard members

Peterborough City Council - Additional Licensing
The council has confirmed that a city-wide additional licensing scheme will come into force on 26th January next year and end on 25thJanuary 2031.
The licence fee is set at £1,100. Home Safe is overseeing the administration of the scheme, so licence holders will need to apply directly to Home Safe via its website when the licence application process opens later this year.

Salford City Council - Selective Licensing
The council has confirmed that a multiple ward selective licensing will come into force on 21st January next year and end on 20 January 2031.
The scheme will cover Broughton and Kersal and Broughton Park. Licence fee starts at £370, with discounts available for accredited landlords. Those discounts will be available for landlords applying before the scheme’s implementation or within the first three months after its implementation.

London Borough of Brent - Additional Licensing
The council has confirmed following consultation that a borough-wide additional licensing scheme will come into force on 2nd February next year and end on 1st February, 2031.
The licence fee is £840, with discounts available for members of the London Landlord Accreditation Scheme.
