What are they and when are they appropriate

Generally, if an adult lives in a property that you let out, they will be a tenant with rights and responsibilities under the tenancy agreement.
However, occasionally you will want to grant permission for someone to come and live in the property with your tenant, without making them a tenant.
These permitted occupiers are not part of the tenancy agreement, so while you give them permission to occupy the property, they aren't expected to keep to the terms of the tenancy agreement. This means they are not expected to do things like:
- Pay the rent or utilities that the tenants are responsible for;
- Keep you informed of any letters sent to the property that are addressed to you;
- Pay towards the deposit.
