I need EWS1 for Leasehold Flat in building <18m

Hi, I am struggling to get my building owner/management agent to provide an EWS1 which is preventing me from getting a valuation on my leasehold flat. Although I have demanded that they address my concerns over the cladding on the building they are refusing to do so. On the other side of the debate, mortgage companies are stating that an EWS1 is mandatory for all buildings with cladding - I don't think that is accurate for buildings under 18m. I suspect you are well aware of this issue and incoherence between government regulation and how mortgage companies are behaving. Do you have any advice on how I should proceed towards reduction?
