Tenant refusing to pay the rent

Following a flood in my property early December, my tenant is refusing to pay January rent. It is a leasehold property, the tenant has made a claim for damage to his belongings with the owner of the building and has informed me he will not pay the rent until his claim has been settled. What step should I take to recover the rent due?
