UC do not pay part months

Hi, I had a tenant who was in arrears, so I applied to have the housing benefit part of his claim paid directly to me as per UC47, and I was happily receiving circa £400 a month whilst I spent 8mths (i know ridiculous amount of time) waiting for the courts to give me a possession order. When finally getting rid of the tenant on 11th April, I informed UC that he was gone, and as UC is paid in arrears I'd look forward to receiving a final payment from them....was absolutely stunned by this response (pasted below)....so who on earth is responsible for this payment if they are not? Does this also mean that you must move any UC tenant out on exactly the same day of the month otherwise you will be out of pocket? Surely this isn't correct?

I am afraid that part month payments cannot be paid in Universal Credit.

The last payment issued to you was for the assessment period 16/02/19 to 15/03/19.

As your tenant was evicted part way through the following assessment period then you would have no entitlement to Housing for the period 16/03/19 to 15/04/19.

Please note that if a new tenant who was in receipt of Universal Credit moved into your accommodation, they would be entitled to Housing for the whole assessment period in which the change of address occurred and not just from the date they moved in.
