Hi,
The neighbours under my flat has some water dripping down from the ceiling a couple of days a week ago, and it seems like it have stopped even if the plumper I called out didn't make any changes in my flat and don't think the issue is coming from me. I am not agreeing with the Council who should cover it. There is a building insurance in place and I have a private content insurance including emergency plumping issues.
I got this email when I said my plumber can't find any cause or issues from our side.

The Council would therefore expect your plumber to open up and check underneath bath and other waste pipes to establish the cause of the leak. The Council would need your plumber to provide a report and photos of areas checked to show they are dry and stating his findings and confirming he has opened underneath and checked everywhere and the leak is not from your flat. The Council would only get involved following the report from your plumber which would mean further investigations of the communal pipework by the Council to establish the cause of the leak (please note that a leak affecting the lighting in the flat below would be highly unlikely to be from the communal pipework which is outside your flat that is why we need your plumber to check your pipework underneath thoroughly first and provide a detailed report of the investigations and findings and photos of areas checked).

I can't see why I have to rip all my floors and tiling when they can just take down a bit of the ceiling to have a look?

Just looking for advice if it's worth for me to fight over or not. As I will have to pay for it without building or my own insurance to cover it.
