Warm Homes: Local Grant – how to access funding in Greater Manchester

As landlords gear up for stricter EPC standards starting in 2030, financial support will be crucial for many, especially considering the proposed £10,000 cost cap. Mia Rotaru, Public Affairs Officer at the NRLA, looks at how landlords in Manchester can access the Warm Homes: Local Grant and get ready for the upcoming regulatory changes.  

Warm Homes: Local Grant in Greater Manchester

The Warm Homes: Local Grant is a government-funded scheme delivered through local authorities to improve energy efficiency and reduce energy bills across England.

Unlike schemes such as the Boiler Upgrade Scheme or the Great British Insulation Scheme, this funding is administered locally. This means landlords must apply through their local authority.  

In Greater Manchester, the Good Landlord Charter has partnered with the Greater Manchester Combined Authority (GMCA) to deliver the Warm Homes: Local Grant.  

This partnership aims to help landlords offer warmer homes, especially in the region's most deprived areas. There are more than 60,000 homes in the private rented sector in Greater Manchester and landlords who register as supporters of the Good Landlord Charter can receive retrofit grants to improve the energy efficiency of their properties.  

What funding is available?

The Warm Homes: Local Grant offers up to £30,000 per property for eligible private landlords.

Applications can be made via the Feel the Benefit portal by landlords or tenants.

Landlords must first be registered as Supporters of the Good Landlord Charter to be eligible. This is a free, voluntary Charter that encourages all residential landlords to register.

To become a supporter, landlords must demonstrate that they meet their legal obligations. This includes compliance with all relevant regulations required to operate as a landlord.

Eligibility criteria

Property requirements:  

  • The property must have an EPC rating of band D or E   

  • Properties rated F or G must have a registered exemption under the Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015   

Tenants must meet at least one of the following:  

  • The property is located in IMD Income Decile 1 or 2 (the 20% of areas considered most deprived)  

  • The tenant receives means-tested benefits or qualifies under ECO4 Flex (Route 2)   

  • The household’s gross annual income is below £36,000. 

How to access the grant:

The Good Landlord Charter is hosting a series of workshops and webinars, in partnership with the Feel the Benefit retrofit team, to support landlords through the application process.

These sessions are designed to help landlords understand eligibility and navigate the portal. To learn more about the grant, you can join the upcoming sessions on 7th and 9th April 2026.

To register for the events, you must sign up as a supporter on the Good Landlord Charter website and demonstrate that you meet the requirements. Afterwards, you will receive an invitation to the workshop.   

More dates will be added later, so you can ensure you're already registered if you can’t make it this time.  

For those whose properties fall outside the eligibility criteria, the Charter will still offer guidance and support to help landlords work towards achieving EPC band C by 2028.
