Liability of Free holder for scaffolding

Dear team/community

I live on the 2nd floor, top of my building and need to replace my boiler. It sits in its own cupboard.
It turns out to replace it, I need to replace the flue as well, which goes straight up through the roof.

As per lease, the roof cavity is not owned by me but by the freeholder. Is the freeholder liable for the flue and with that the scaffolding that would be required for replacing the flue?
Would the building insurance of the Freeholder cover that?
