Selling a property with a sitting tenant who has arrears

I have property which is let and which is now costing me more to keep than I earn from it.
This is due to two factors -

  1. The increasing arrears of the sitting tenant (in excess of 10 weeks rent) and
  2. a huge bill for roofing works and other sundries carried out by the leasehold company, which I have 12 months to pay in full.

The tenant has been in arrears for the entirety of this tenancy (which commenced in July 2018 via my letting agent) and a previous tenancy that he had with myself (prior to the appointment of the agent) at the same address. I have been granted a CCJ for the debt accrued during this tenancy.
He has a history of mental health problems , and I now fear, with the 'breathing space' provisions coming into force, that he will be permitted to remain living there in more and more debt ad infinitum.
The only sensible financial decision now seems to sell the property. My question is, am I at liberty to sell?
