Housing Assn (NHG) not helpful when upstairs tnt repeatedly causes flooding downstairs

If you're considering signing up a property to a housing association, check the small print. Child of upstairs tenants keeps letting sink/bath overflow for the fun of it (this is not a plumbing /pipe issue)So far it's cost us £3k including replacing a new boiler, and it happened the other day too. They accept no responsibility for the "non deliberate" action of this "challenged child", I hesitate to give the label here, as that may become the "topic", and I'm not in the mood to turn the other cheek.
