Your licensing update for June

In our licensing blog this month, we round up all the latest licensing consultations and how to respond to them, as well as full details of all the new schemes coming into force.  

Active consultations: 

London Borough of Brent 

The London Borough of Brent is consulting to renew its borough wide additional licensing scheme.  

The proposed fee is £1040, with discounts available for accreditation.

Thurrock Council 

The council is consulting to introduce a selective licensing scheme in 16 out of 20 wards in the borough.  

The proposed fee is £1002.19 per licence.

The London Borough of Havering  

The council is consulting to renew its current additional and selective licensing schemes. 

The proposals include renewing the borough wide additional licensing scheme and selective licensing within seven wards. 

The proposed licence fees are £1400 for additional licensing and £950 for selective licensing. Discounts are available for EPC rating, accreditation and multi dwellings.  

The consultation closes on 6th July, and further details about the proposals and how to respond can be found on the council’s website.

Peterborough City Council

The council is proposing to introduce a borough wide additional licensing in the city.

Properties converted into self-contained flats that do not meet building regulations will be considered HMOs and will need a licence under this proposed scheme.  

The proposed licence fee is £1100 per licence.

Schemes coming into force:

Mansfield District Council

The council approved a new selective licensing scheme which will cover parts of the borough and come into force on 13th September.  

The scheme will apply to:

  • Streets within Central ward
  • Streets within West Bank and Wainwright wards
  • Market Warsop ward
  • Eakring and Rock wards
  • Streets within Bancroft ward  

Applications for selective licensing will open on 12th June, with the licence fee set at £800. Discounts are available for early bird applications and being a member of a recognised accreditation scheme.

London Borough of Wandsworth

The council confirmed the new selective and additional licensing schemes that will come into force 1st July and will end 30th June 2030.  

The selective licensing designation one will cover the following wards:  

  • Furzedown
  • South Balham
  • Tooting Bec  
  • Tooting Broadway

A selective licence fee has not been advertised on the council’s website which the NRLA sought clarity on. The council was unable to indicate what the fee will be, and when the licence application process will go live. Further information will be available on the council’s website soon.

The additional licensing scheme will apply borough wide. The licence fee will start at £1647 for a three-household property, and increase the more households reside within the property.

London Borough of Enfield

The council confirmed a new additional licensing scheme which will cover the entire borough. The new scheme will commence on 1st September and will end 1st September 2030.

The licence fee is set at £1450, with discounts for accreditation and EPC rating of the property.

Gateshead Council

Gateshead Council confirmed new selective and additional licensing schemes to come into force covering 16 designated neighbourhoods. The new selective licensing scheme will be rolled out in two phases, with phase one commencing 1st June  and covering:

  • Central Gateshead
  • Birtley
  • Chopwell 
  • High Fell  

 Phase two will commence 1st October and cover: 

  • Central Gateshead
  • Felling
  • Swalwell  

Additional licensing will come into force on 1st June and end on 31st May 2030 and apply to properties which are occupied by three or four people that are not related but share facilities. This designation is borough wide.

The licence fee for selective licensing will be £850 and additional at £976.30 per licence. There are discounts available for accreditation and early bird applications.
