Event description
The London Borough of Lewisham is proposing to bring in new Selective Licensing which will potentially impact a huge number of landlords who own rental properties in the borough. Whilst there is already a requirement to have a licence if you are a landlord renting property deemed a HMO, the proposals will require landlords renting a property (even to a single household) to hold a licence. The proposed licence will cost £640 for the 5 years of the scheme.
The Council aim to inspect every licensable property at least once during the period of the 5 year licence and will attend any property where there are complaints of disrepair.
Lewisham's private rental sector (PRS) is calculated as making up 31% of housing stock in the borough. The Council have evidence to suggest there are high rates of poor property conditions in 12 wards and evidence of deprivation and anti social behaviour across 6 wards. The Council believe the new proposed scheme will ‘help deliver homes that it needs , prevent homelessness and improve the quality and standard of homes'. It believes licensing will ’help to create a level playing field to stop good landlords being undercut by those who break the law'.
