Hi, I have recently bought a 2 victorian houses which are currently split into 6 self contained apartments and 3 bedsits. One of the bedsits is currently being converted to a self contained Studio and hence only the 2 bedsits (1 tenant in each) will share a common bathroom but each have their own kitchen and lounge etc.

The previous owner had a HMO license. I have argued that the setup doesn't fall within the description of a HMO but the local council state it does on the fact that 2 separate individuals are sharing a common bathroom.

Is this correct?
