Future recovery of arrears.

My tenant was subject to a County Court order, in November, to re-start paying the rent, on time, plus an additional amount to repay the arrears. She defaulted, but the solicitor who had obtained the order, refused to act. He left the practice, without explanation, handing the responsibility to a different solicitor, who also refused to act. I instructed a different solicitor, but all of the delays left him with no time to enforce it before the moratorium came into force. Since that time, the tenant has paid only a small token amount. The arrears amount to over £2500. Are these recoverable?
