Just for information: (1) is a Landlord normally liable for unpaid bills at the end of a tenancy? and (2)if so how long am I allowed withhold releasing the bond while I wait for any unpaid bills to appear?

I am aware that in Wales if I fail (as landlord) to register the tenants details with the Water Authority at the start of the Tenancy, I am deemed liable for unpaid water bills.

There is no guidance from my bond holder on this.
