HMO landlord has dementia.

My brother has 2 properties in York, both let and fully managed by a property company there. One house is an HMO. My brother holds the Licence from York Council, valid until July 2021. I have just been made my brother's Deputy by The Court of Protection to manage his financial affairs only. He has been diagnosed with mixed dementia. Who can/should hold the licence for his HMO after July 2021? Clearly he cannot. Where does the landlord's overall legal responsibility rest in this situation? I believe it should be with the managing agent as they are also in York but would like to know if there is a precedent for this situation or whether it is a matter for negotiation between the agents, council and me.
