Was the deposit illegally transferred?

Ok, long one but will do my best to describe as easily as possible. A new tenant has asked me to look at her old deposit from a previous landlord/agent. LA gave her a loan to pay the deposit on the property, which she had to pay back to the LA monthly. Moved into the property with her (now ex) partner, both signing the AST. Due to domestic violence my tenant moved out and a court order was put in place to protect her. The landlord/letting agent then signed a new tenancy with the ex partner and his new partner, using the same deposit. I have tried to contact the landlord/agents and no one is getting back to me. I have now got hold of the Deposit Scheme who protected the original deposit. It's slow progress, as they are also dragging their feet. Can anyone give me advice on how to argue this case, what rights the original tenant has, does it make a difference the LA loaned her the money and not both of them? Any advice would be gratefully received please. Many thanks
